The purpose of the Precinct One/McCarty Road Landfill Community Service Corporation Community Grants Program is to fund board-approved grant requests.
The grants will be funded by the Corporation, an independent nonprofit organization. Decisions on any funding requests shall be within the absolute discretion of the Corporation.
Because of limited funding, the Corporation cannot support every worthy program; therefore, guidelines have been established to help eligible nonprofit organizations and schools understand the corporation's priorities and limitations. The general guidelines do not guarantee success in obtaining a grant. An unsuccessful application does not necessarily reflect the worthiness of a particular project.
Each proposal is evaluated on its potential value to the community, funding availability, leadership, support and vision expressed in the application.
The Community Grants Program will consider applications for grants from 501(c)(3) organizations or schools (K-12 and institutions of higher education and foundations affiliated with institutions of higher education) within Harris County Commissioner Precinct One.
Types of projects
The Corporation supports innovative programs that serve to educate and positively impact the community. This includes, but is not limited to, the areas of ecological sustainability, community recycling programs, music, art, dance, drama and visual arts, health and wellness, culinary/food preparation, nutrition, quality of life, diversity or inter-generational programming, and an internship-type program affiliated with a Texas college or university that encourages students to experience a variety of post-higher education opportunities including professional and government services.
The following projects are NOT eligible:
• Grant proposals for retroactive funding of projects already completed
• Direct subsidy of care for the medically indigent
• Projects identified with political parties of any kind
• Projects sponsored by a for-profit organization
• Organizations that practice discrimination of any kind
• General contributions to capital campaigns
• Operating deficits or retirement of debt
• Endowment programs
• Construction projects or real estate acquisitions
• Individuals
• Programs located outside the service area
• Religious organizations for religious purposes
• Treatment programs such as substance or alcohol abuse
• Athletic teams or events
• Fundraiser or gala events
• Advocacy or research groups
Organizations applying for funding from the Corporation's Community Grants Program must be located in and serve residents within the boundaries of Harris County Commissioner Precinct One.

The Corporation accepts applications throughout the year with no designated deadline. Eligible applicants can submit only one grant application per calendar year. Receipt of an award does not guarantee a future award.

Evaluation Criteria & Review Process
Applications for the Community Grants Program will be judged according to the following criteria. Each criterion has been assigned a numeric rating.
Organization's background and need for the project - 15 points
Project objectives and impact - 20 points
Project evaluation - 15 points
Community partnerships and support - 10 points
Future funding plans - 10 points
Staff qualifications - 10 points
Matching funds - 10 points
Budget - 10 points
Total: 100 Points
Submissions will be reviewed upon receipt by designated representatives of the Corporation. Applicants will be contacted if further information is needed. The review process may take a minimum of 90 days. Applicants will be notified in writing of the Corporation's determination.
Grant recipients must provide a written summary or other requested reporting requirements, including receipts for purchases made in accordance with the application (if applicable) within 30 days of project completion. The specific form of reporting requirements will be set out with the award letter.
Grant recipients will be ineligible to apply until one calendar year has elapsed (e.g., an award in January 2023 means a recipient can apply for consideration of a new grant in January 2025).
The Corporation reserves the right to revoke a grant if the implemented project does not comply with its guidelines or reflect the purposes in the application submitted.
